The 2024 Annual Concord Pike Monitoring Report provides a summary of transportation and land use conditions and changes in the Concord Pike project area, including how the projects in the Concord Pike Master Plan are being implemented. 

This report uses an interactive online format that allows users to explore and understand the data in greater detail than would be possible with a static, printed report. The report is a “living document” that evolves over time, as conditions change. Additionally, the online format provides an interactive way to monitor and compare conditions over time as a monitoring report is developed each subsequent year. This 2024 report builds upon information provided in the previous monitoring reports, which started in 2022.

Concord Pike Monitoring Committee Update

The Concord Pike Monitoring Committee (CPMC) was formed in 2021 to guide, fulfill and advocate for recommendations of the Concord Pike Master Plan, which established a shared vision for the transportation and land use of the corridor. Additionally, the CPMC has the opportunity to share new ideas which will be reviewed by the project partners for possible inclusion into a plan addendum. During the 2024-2025 cycle, the CPMC met twice and held a Public Workshop.   

The 2024-2025 CPMC meeting cycle began with a Fall meeting on November 18, 2024, followed by a “Winter” meeting on April 16, 2025. The 2024 CPMC Public Workshop was held on June 2, 2025. All meeting materials and recordings can be found on our website here. 

 

Plan Amendments

As part of the CPMC framework, the committee is charged with identifying transportation/land use opportunities and challenges in the Concord Pike project area. These opportunities and challenges may be added to the Concord Pike Master Plan as and addendum. WILMAPCO, DelDOT, NCC DLU, and DTC review feedback from the Committee, as well as comments provided at the public workshop, to determine which new initiatives, if any, will be added to the Master Plan as an addendum. 

During this cycle's Committee meetings, the following issues in the Concord Pike project area were identified:

  • Request for a crosswalk across Concord Pike near Woodrow Ave
  • Request to review bus stops along Concord Pike for accessibility and pedestrian access
  • Interest in a Multi-Way Study in a section along Concord Pike 

The Agency Partners will identify potential next steps for the above issues over the summer, and present their recommendations to the CPMC at the Fall 2025 meeting. 

 

Spotlight Topics

As discussed in previous newsletters, Spotlight Topics were introduced to the CPMC to help achieve the primary goal of the committee – to advance the Concord Pike Master Plan recommendations. Spotlight Topics highlight specific recommended projects to take a deeper dive into recommendations that were identified as priorities by the CPMC. The Spotlight Topics also help provide committee members with information that they can share with their communities. 

US 202 & Murphy Road/Powder Mill Road Intersection

The Fall 2024 CPMC featured a Spotlight Topic on the US 202 & Murphy Road/Powder Mill Road Intersection. At the Spring 2024 CPMC Public Workshop, the project team received a public comment requesting a separate right-turn only lane at Murphy Road onto US 202.  The technical team reviewed the public comment and the intersection and, using historic aerial imagery, found that the right-most lane has been a shared thru-and-right-turn lane since at least 1994. Operational analyses of the intersection showed that the lane could be converted to a right-turn only lane with only minor impacts to queues and delays at the intersection. However, the technical team also identified safety concerns with the suggested lane configuration modifications, specifically, the potential for increased sideswipe crashes due to lane alignment. For these reasons, the technical team and DelDOT did not recommend any changes to the westbound lane configuration.   

Pedestrian Crossing at Concord Pike and Woodrow Ave

The Winter 2025 Spotlight Topic included a discussion on a potential marked pedestrian crossing at Concord Pike and Woodrow Ave. DelDOT received a request from the public for a crosswalk near Woodrow Ave and brought it to the attention of the CPMC. The technical team and DelDOT developed a concept for a crosswalk at this location and presented it to the CPMC at the meeting. The CPMC was supportive of the potential of a marked pedestrian crossing at this location. Next steps include identifying funding opportunities for the pedestrian crossing.  

Rocky Run Feasibility Study 

Both the Fall 2024 and Winter 2025 CPMC meetings also featured updates on the Rocky Run Underpass Feasibility Study. WILMAPCO and DelDOT initiated the Rocky Run Pathway Feasibility Study to evaluate the feasibility of creating a pedestrian/bicycle pathway under Concord Pike/US 202 at Rocky Run near Widener University. An underpass at Rocky Run was included in the Concord Pike Master Plan and was identified as a priority project by the CPMC in Spring 2023. The study considered the use of the existing culvert for a pathway connection under Concord Pike, as well as expanding the current trail network to better connect recreational areas, retail, restaurants, and neighborhoods. The study also evaluated other options to cross Concord Pike/US 202 in the vicinity of the culvert, including an overpass and an at-grade crossing at existing traffic signals. Hydraulic analyses, different crossing options, and recommendations were presented to the CPMC over the course of the two meetings.  An initial phase to repurpose the existing culvert for pedestrian/bicycle pathway has been found to be feasible, along with a shared use path and trail connections, and is recommended for further funding considerations. WILMAPCO

The Wilmington Area Planning Council (WILMAPCO), along with the Delaware Department of Transportation (DelDOT) and the New Castle County Department of Land Use, are working together to create a program of improvements for Augustine Cut Off. The Augustine Cut Off Multimodal Improvement Study, Phase 2, follows the Phase 1 study conducted by DelDOT in 2022 which led to a pathway/sidewalk improvement concept for Augustine Cut Off from Lovering Avenue to Cantera Avenue, which is currently in the design process.  

The goal of the study is to provide a program of improvements for the corridor from a more holistic perspective (bike/ped facilities, intersection improvements, traffic calming, typical sections, aesthetics) and develop a concept for a capital project. Consensus building and establishment of stakeholder support for the plan is a key element in this process. These activities will be accomplished through a facilitated stakeholder outreach process that will include meetings and interactive workshops.
