View the Final 2025 Annual Concord Pike Monitoring Report

The 2025 Annual Concord Pike Monitoring Report provides a summary of transportation and land use conditions and changes in the Concord Pike project area, including how the projects in the Concord Pike Master Plan are being implemented.

This report uses an interactive online format that allows users to explore and understand the data in greater detail than would be possible with a static, printed report. The report is a “living document” that evolves over time, as conditions change. Additionally, the online format provides an interactive way to monitor and compare conditions over time as a monitoring report is developed each subsequent year. This 2025 report builds upon information provided in the annual monitoring reports since 2022.

Concord Pike Monitoring Committee Update

The Concord Pike Monitoring and Implementation Committee (CPMIC), formerly known as the Concord Pike Monitoring Committee, was formed in 2021 to guide and fulfill the recommendations of the Concord Pike Master Plan, which established a shared vision for the transportation and land use of the corridor. Each year, the CPMIC holds two Committee meetings and an annual public workshop, and publishes an Annual Concord Pike Monitoring Report. All previous meeting materials, meeting recordings, and monitoring reports can be found on our website here.

Since the last CPMIC Winter Newsletter, the CPMIC continued work in the 2025-2026 cycle. The second meeting of the CPMIC 2025-2026 cycle was held on March 18, 2026. The main focuses of the meeting were to 1) give an overview of the Draft 2025 Annual Monitoring Report, 2) present a Spotlight Topic on a bus stop and accessibility review along Concord Pike, 3) give agency updates, and 4) discuss next steps for the CPMIC. Meeting materials from this Spring 2025 meeting, including the PowerPoint presentation and a recording of the meeting, can be found on our website here.

Spotlight Topic: Concord Pike Bus Stop and Accessibility Review

The March 18, 2026 CPMIC meeting featured a Spotlight Topic on bus stops and accessibility along Concord Pike. The target of the presentation was to review bus stops along Concord Pike, from Powder Mill Road to the Pennsylvania State Line, with a focus on their location and accessibility, especially as it relates to pedestrians crossing  Concord Pike.

A technical memo of draft recommendations for bus stops along Concord Pike has been prepared and is proposed to be added as an addendum to the Concord Pike Master Plan. Recommendations include changes in bus stop designs, locations, and amenities that could enhance transit rider accessibility, ADA accommodations, safety, and bus operations. The technical memo can be found on our website here.

June 10, 2026 Public Workshop

WILMAPCO - Regional Sidewalk Gap Analysis

WILMAPCO is completing a Sidewalk Gap Analysis for Cecil County, Maryland and New Castle County, Delaware. The analysis combines data-driven analysis with community input to better identify where sidewalks are missing and how addressing those gaps can improve walkability in our community.

WILMAPCO is working with communities across the region to explore:

  • Where sidewalk gaps are located, and how they relate to where people walk or might want to walk
  • How different types of gaps affect accessibility, safety, and comfort for people of all ages and abilities
  • Practical strategies to prioritize and fund investments to fill the gaps

For more information, visit the analysis website here.
