The 2023 Annual Concord Pike Monitoring Report is a summary of transportation and land use conditions and changes within the Concord Pike (US 202) Project Area, including how the projects in the Concord Pike Master Plan are being implemented.
This report uses an interactive online format that allows users to explore and understand the data in greater detail than would be possible with a static, printed report. The report is a “living document” that evolves over time, as conditions change. Additionally, the online format provides an interactive way to monitor and compare conditions over time as a monitoring report is developed each subsequent year. This 2023 report updates and builds upon information provided in the first monitoring report, the 2022 Annual Report.

Concord Pike Monitoring Committee Update
|

The Concord Pike Monitoring Committee (CPMC) was formed in 2021 to guide and fulfill the recommendations of the Concord Pike Master Plan, which established a shared vision for the transportation and land use of the corridor. During the 2023-2024 cycle, the CPMC met three (3) times and held a Public Workshop.
The 2023-2024 CPMC meeting cycle began with a Fall meeting on November 8, 2023, followed by a Winter meeting on March 20, 2024, and a Spring meeting on April 24, 2024. The 2024 CPMC Public Workshop was held on June 12, 2024. All meeting materials and recordings can be found on our website here.

As discussed in the Winter 2024 Newsletter, Spotlight Topics were introduced to the CPMC to help achieve the primary goal of the committee – to advance the Concord Pike Master Plan recommendations. Spotlight Topics highlight specific recommended projects to take a deeper dive into recommendations that were identified as priorities by the CPMC. The Spotlight Topics also help provide committee members with information that they can share with their communities.
The Winter 2024 Newsletter described the first Spotlight Topic, Concord Pike Corridor Signal Retiming. Since then, a Spotlight Topic has been presented at both the Winter and Spring CPMC meetings.

The Winter 2024 meeting featured a presentation on a potential underpass near Rocky Run. A bicycle/pedestrian connection (underpass) was included as a recommendation in the Concord Pike Master Plan to connect the east and west sides of Concord Pike. The underpass was also identified as one of the CPMC’s bicycle/pedestrian initial priorities. The presentation covered opportunities and challenges of an underpass near Rocky Run.
A Rocky Run Pathway Underpass Feasibility Study is included in WILAMPCO’s Fiscal Year 2025 Unified Planning Work Program (UPWP), and the study will begin in Summer 2024. The study will assess the feasibility of closing one of the three cells of the culvert for a pedestrian and bicycle pathway, including connections to nearby pedestrian and low stress cycling facilities.

2021 Bike Delaware Summit Presentation on Concord Pike Intersections with Mount Lebanon Road and Silverside/Garden of Eden Road

The Spring 2024 meeting revisited material presented at the 2021 Bike Delaware Summit regarding the Concord Pike Intersections with Mount Lebanon Road and Silverside/Garden of Eden Road. The presentation given in 2021 had been mentioned at previous CPMC meetings, and was featured as a Spotlight Topic to provide all CPMC members with the relevant material. The presentation included ideas for bicycle and pedestrian improvements at the two intersections along the corridor. The presentation can be viewed here. Based on discussion at the CPMC Spring 2024 meeting, it was recommended that no additional projects should be added to the Concord Pike Master Plan from the material presented at the 2021 Bike Delaware Summit.

June 12, 2024, Public Workshop

The Project Partners and the CPMC held a Public Workshop for the Concord Pike corridor on Wednesday, June 12, 2024, from 4 – 6 PM at the Talleyville Fire Hall. The purpose of the workshop was to:
|
- Learn about the transportation projects that are planned in the Concord Pike corridor;
- Review and provide feedback on the Draft 2023 Concord Pike Monitoring Report;
- Learn about an upcoming study on the Rocky Run Pathway Underpass; and
- Engage with and provide feedback to the project team.

The Dart Reimagined Final Report is now available! DART Reimagined, a year-long statewide transit study led by Delaware Transit Corporation, has identified opportunities to reconfigure the bus network and future service plan to provide a more sustainable and equitable statewide transit system.
Through a comprehensive service review, the study identified rider needs and challenges and presented opportunities for service improvements and enhancements across the state of Delaware.
Collaboration with riders, the public, municipalities, businesses, county governments, and state agencies played an integral part in the success of the DART Reimagined Transit Study.

DelDOT Striping and Pavement Markings
|
You may see DelDOT along the corridor refreshing striping and pavement markings from I-95 to the Delaware/Pennsylvania State Line this summer. The work is expected to continue throughout the year.

In 2023, DelDOT launched the Be DelAWARE campaign to connect with the public after there was a near record number of fatalities on Delaware roads in 2022. Safety should be everyone’s priority and by being DelAWARE we can ensure lives are not tragically lost on Delaware roads.
With the summer travel season in full swing and more people taking to the roads for vacations and travel, take a moment to review the Be DelAWARE mission statement and take the pledge become a HERO toward zero.

- Help to reach the goal of zero fatalities on Delaware roads and all roads across the nation
- Educate people of all ages, races, and demographics on the importance of driver awareness and taking responsibility for all modes of transportation
- Reinforce the importance of being an aware and responsible commuter and the consequences of when you are not
- Organize programs to create a community promoting safety throughout the state and ultimately the nation
