Concord Pike Monitoring Committee Update

The Concord Pike Monitoring Committee (CPMC) was formed in 2021 to guide and fulfill the recommendations of the Concord Pike Master Plan, which established a shared vision for the transportation and land use of the corridor. Each year the CPMC holds two Committee meetings and an annual public workshop, and publishes an Annual Concord Pike Monitoring Report. All previous meeting materials, meeting recordings, and monitoring reports can be found on our website here.
Since our last CPMC summer Newsletter, the CPMC has begun work for the 2025-2026 cycle. The first meeting of the CPMC 2025-2026 cycle was held on October 15, 2025. The main focuses of the meeting were to 1) recap the previous work of the CPMC during the 2024-2025 cycle, 2) give an overview of DelDOT’s Capital Transportation Program, 3) give an update on the Rocky Run Underpass Feasibility Study Final Report, 4) give an update on the Augustine Cutoff Multimodal Improvement Study, Phase 2, and 5) to look ahead at the upcoming year and the anticipated work of the CPMC. All meeting materials and recordings can be found on our website here. The Draft 2025 Annual Churchman’s Crossing Monitoring Report will be published later this winter.
A second meeting of the CPMC will be held in the Spring and will feature a Spotlight Topic on bus stops along Concord Pike. The target of the presentation will be to review bus stops along Concord Pike, from Independence Mall to Pennsylvania State Line, with a focus on their location and accessibility, especially as it relates to pedestrians crossing Concord Pike.

Rocky Run Underpass Feasibility Study

In 2024, WILMAPCO and DelDOT initiated the Rocky Run Underpass Feasibility Study to evaluate the feasibility of creating a pedestrian and bicycle pathway under Concord Pike/US 202 at Rocky Run near Widener University. An underpass at Rocky Run was included in the Concord Pike Master Plan and was identified as a priority project by the CPMC. The study considered the use of the existing culvert for a pathway connection under Concord Pike at this location and expanding the current trail network to better connect recreational areas, retail, restaurants, and neighborhoods. The study also evaluated other options to cross Concord Pike/US 202 in the vicinity of the culvert, including an overpass and an at-grade crossing at existing traffic signals.
The Rocky Run Underpass Feasibility Study was endorsed by the WILMAPCO council in September 2025. The study recommended an initial phase that includes the following elements:

- Repurpose of the south cell of the culvert for the pedestrian and bicycle underpass, with a flood wall
- Trail connections along Concord Pike connecting signalized intersections with existing National Park Trailheads and developments on the east side of Concord Pike
- Enhancements to at-grade crossings on Concord Pike at Widener University and Concord Plaza

In a potential future phase, if the repurposed culvert is successful and well utilized, more direct connections to the National Park trail system could be made and/or a project to construct a new tunnel under Concord Pike.

WILMAPCO - Augustine Cut Off Multimodal Improvements Study Phase 2

|
A Phase 2 Multi-Modal Planning Study was started for Augustine Cut off in 2024. The goal of the study was to provide a program of improvements for the corridor from a more holistic perspective (bike/ped facilities, intersection improvements, traffic calming, typical sections, aesthetics) and develop a concept for a capital project. Consensus building and establishment of stakeholder support for the plan were key elements in this process. The most recent bus service changes went into effect in November 2025. Changes in the Concord Pike area include:

- Route 2 has been streamlined around the Concord Mall and Brandywine Commons II. The Concord Mall is only served in the northbound direction, and the Brandywine Commons II is served in the southbound direction.
- Route 35 Saturday service has been discontinued. These trips are now added to Route 2.
- Route 2 has additional Sunday service.
